New Construction Plans in Clearwater, FL: One Coordinated Set From Lot to Permit

HB Design and Engineering draws complete ground-up plan sets for Clearwater developers and builders, with architecture, structural, and MEP coordinated under one roof and sealed by a Florida PE. One team from the survey to a permit-ready set, so the disciplines agree before you break ground.

What a complete ground-up set includes

Architecture, structural, and MEP, drawn by one team and reconciled before submission

PE-sealed structural with ASCE 7-22 wind calculations at the Pinellas 145 mph design wind speed and a full roof-to-foundation load path

Foundations matched to the soil report and the flood zone: elevated and pile systems for coastal lots, right-sized slabs inland

Site and code documentation built for City of Clearwater Construction Services and the Accela ePermit portal

How a ground-up set comes together

1.

We start from your survey and geotechnical report and confirm the flood zone, CCCL status, and setbacks.

2.

We design the architecture and set the floor elevation for the coastal or inland site.

3.

We engineer the structure and MEP against that design, coordinated in house and value-engineered to the budget.

4.

We seal the set and file it with the city, then carry any comments as your professional of record.

Building ground-up on the Clearwater coast

A ground-up build on a barrier island carries every coastal condition at once. Lots on Clearwater Beach, Sand Key, and Island Estates sit in FEMA AE and VE flood zones, so the design sets the floor above the base flood elevation on piles or deep foundations, with breakaway detailing below. Seaward of the Coastal Construction Control Line, the state layers stricter design standards on top of the city's review. Exposed steel needs salt-air corrosion detailing, and wind off the Gulf runs to impact-rated, wind-borne-debris requirements. Because we coordinate every discipline before submission, the foundation matches the soil, the structure carries the architecture, and the set clears the city's multi-department review in one pass rather than fragmenting across separate consultants.

Who we work with

Developers, general contractors, and builders taking coastal and inland lots from raw ground to a permit. We design, engineer, and permit; you build.

Questions We Get

  • Yes, and that coordination is the point. Architecture, structural, and MEP come from one in-house team, so a new-construction set is fully reconciled before it reaches City of Clearwater Construction Services, with PE-sealed structural and a single point of contact. On barrier-island lots, the flood elevation, foundation, and wind detailing all agree before the reviewer or the field ever sees them.

  • The site survey and the geotechnical report, plus the address so we can confirm the flood zone, CCCL status, and setbacks. On the coast, those three drive the whole design. We set the floor elevation and foundation strategy from the soil and flood data first, then build the architecture, structure, and MEP on top of a footing that actually fits the lot.
